First, leading cadres take the lead in learning。市委动员部署“Two studies and one action”学习教育工作后，市委常委带头组织开展学习教育。5月18日，市委书记、市人大常委会主任许光同志在高州南塘镇开展“夜学、夜谈、夜访”活动，讲“Two studies and one action”学习教育专题党课，为全市树了标杆，作了表率。5月26日，市委副书记、市长李红军同志到茂名高新区七迳镇讲“Two studies and one action”学习教育专题党课，并慰问党员群众。各地各单位高度重视，迅速研究部署，5个区（县级市）都在一周内完成了学习教育启动部署。目前，各级党委（党组）领导班子均安排了一轮以上的专题学习，党员领导干部普遍以普通党员身份参加所在支部学习，“六个带头”的要求得到较好落实。高州市的四套班子成员以不同形式到支部、到一线讲党课；化州市开设“书记课堂”，县级党员领导干部、机关和镇村党组织书记带头上党课，级级书记送课到基层，取得较好效果。

Second, take multiple measures to promote learning。各地各单位普遍采取支部党员大会专题讨论，党小组集中学习，领导干部、支部书记、先进典型讲党课等方式，组织党员Study the Party Constitution and regulations、学系列讲话。同时，注重利用微信、微博、移动客户端等平台和微视频、微动漫等生动活泼的形式，引导党员在线学习、互动交流。电白区通过区、镇、村三级微信群平台定期向党员推送学习内容，为基层党员干部提供在线学习交流的新渠道。茂名滨海新区等地渔民党员所在的党支部抓住休渔期，主动把党课搬到渔船渔排、渔业生产作坊，组织开展学习教育，休渔不休学，效果很好。茂南区结合镇街领导干部驻点联系工作，实施党员联系户制度，为广大基层党员特别是农村党员送学帮学，受到基层支部和党员的欢迎。

Third, hierarchical training guidance。目前，全市各级各单位组织党务骨干和党员干部开展学习教育培训已超过6万人次，其中，市直单位、系统培训党务骨干1万多人次，县一级已培训2万多人次，镇一级达3万多人次。市直工委等单位有选择性和针对性地对党员开展专题培训，培养一批懂学习、善教育、能上课的学习骨干。

Fifth, we will address the problems seriously。按照中央和省委部署，重点抓好党员组织关系集中排查，软弱涣散基层党组织集中整顿和党费收缴、使用、管理等工作。认真查摆学习教育方案中明确要着力解决的突出问题，列出清单、整改计划和责任人，从一开始就注重改起来。化州市在驻点联系工作中推行“五步工作法”，明确职责，上下联动，研究解决群众反映的问题。

总体上看，我市“Two studies and one action”学习教育开局良好、进展顺利、组织有力、初见成效。But while acknowledging the achievements, we should also be aware of the existing problems。First, there is still a gap between the requirements of "full coverage"。特别是农村（社区）、“两新”组织的党组织，对如何把党员组织起来开展学习，办法和措施还不多。在督导调研中，巴黎人直营注册发现有些农村党组织仍然靠发补助来组织党员参加学习，体现不出应有的党员意识；一些地方文化程度低、行动不便的老党员学习组织困难，外出务工党员学习安排不规范等。Second, the study is not solid enough。部分党组织和党员学习的主动性和自觉性不够，仍然存在等通知、看上面、听口令的惯性思维。部分党组织对如何引导党员真学实学、学深学透，思考不足，谋划不够，办法不多，有的仍做表面文章，只是开会念念党章党规、发放一些学习资料，写写学习体会等，形式主义、走过场现象仍然存在。Third, the combination of learning education and center work is not close enough。Some localities and units regard "two studies and one action" education as an extra task，Mechanical separation of learning and education from central work，Some excuse busy work and relax learning education，Some replace academic education with business training，Education through strengthening learning，Efforts to promote reform, development and stability lack pertinence and effectiveness，Make learning, education and center work "two skins" "air-to-air"。对这些问题，各地各单位都要高度重视，深查细照，采取有效措施加以解决，确保“Two studies and one action”学习教育始终沿着正确的方向推进。

下面，我就深入贯彻中央、省委精神，扎实推进“Two studies and one action”学习教育，强调三点意见。

党中央和习近平总书记对“Two studies and one action”学习教育高度重视，4月中旬以来，习近平总书记针对“Two studies and one action”学习教育多次作出重要指示和批示，对抓好抓实学习教育提出明确要求。5月21日至23日，中央政治局常委、中央书记处书记刘云山同志在广东视察调研时强调，要按照“全覆盖、常态化、重创新、求实效”要求扎实推进“Two studies and one action”学习教育。中央政治局委员、省委书记胡春华同志要求，广东要在“Two studies and one action”当中，积极探索，认真去做，争取继续走在全国的前头。中央和省委领导的重要指示、批示和要求，特别是习近平总书记的重要指示批示，为深入推进学习教育指明了方向、教导了方法、提供了动力，是做好工作的根本遵循。各级党委（党组）在推进“Two studies and one action”学习教育中，要深入领会把握习近平总书记等中央领导同志重要指示，把思想和行动统一到中央和省委的部署要求上来，增强主动性、自觉性，切实把学习教育抓紧抓好。

(3) Study should pay attention to "full coverage"。开展学习教育，要求每个支部都行动起来，每名党员都参与进来，不能有空白和盲区。目前，一些农村、社区党组织，“两新”组织党组织，破产转制企业党组织，组织关系挂靠在人才市场的流动人员党组织中存在党员流动性大、党组织活动经费不足、阵地不健全等问题，制约了学习教育的全面开展。要注意加强对“两新”组织党组织的直接指导，及时了解开展学习教育的情况，提出切合实际的要求，采取管用有效的办法帮助抓好学习。同时，Groups such as floating party members, veteran party members and Party members with difficulties should be effectively organized to participate in study and education，The factors of flow direction, work and residence of floating party members are considered comprehensively，采取组建流动党员党组织、把流动党员纳入流入地党组织管理等方式，组织就近就便参加学习；对离退休职工党员和年老体弱党员，We should proceed from reality，Do a good job in organizing and serving learning and education，Neither too demanding，也不能撤手不管；在如何组织好农村（社区）党员学习的方式方法上，The city has asked for principles，We should focus on enhancing Party awareness among Party members，Party members cannot simply be attracted to study by offering subsidies。要充分运用新媒体，利用“两微一端”等网络平台，“线上”与“线下”结合，扩大学习教育覆盖面。

Learning and education is ultimately about solving problems。中央、省委和市委的方案都强调要带着问题学，针对问题改，就是要求树立问题导向，突出针对性，把解决问题贯穿学习教育全过程。各级党组织要以解决问题为牵引来开展学习教育，坚持边学边查边改，把解决问题的实际成效体现到推动改革发展稳定和各项工作上来，做到“两手抓、两不误、两促进”。

1. 3. We will focus on correcting key problems。我市的实施方案中列出了全市党员和县处级以上党员领导干部要重点解决的问题。各地各单位要把解决问题与完成本地区本部门本单位的中心工作有机结合起来，与抓好市县镇领导班子换届工作结合起来，进一步细化需要解决的重点问题，对应问题列出清单、整改时限和责任人，边学、边改、边出实效。同时，还要与群众路线教育实践活动和“三严三实”专题教育的问题整改结合起来，持续深入向“四风”问题开刀，继续抓好不严不实问题的整改，深入整治群众身边各种不正之风，使解决问题前呼后应、接续推进。

不少基层党组织反映，这次学习教育面向全体党员，涉及面广，工作量大，今年又恰逢市县镇换届，协调好时间、人员和精力的科学安排难度较大。基层的同志人手少、任务多，工作长期处于超负荷状态，巴黎人直营注册非常理解，各级各单位党委（党组）要切实把握好学习教育特点，结合实际统筹好各项工作，精准发力，以点带面，推动学习教育抓紧抓实抓出成效。

(1) Leading bodies at all levels should earnestly carry up their responsibilities and grasp them effectively。关于县级党委、基层党委、市直机关及系统党（工）委和党支部及其负责人抓学习教育的职责，在省的工作指引中作了具体明确，大家要严格对照落实。各级党委（党组）领导班子要切实把责任扛起来，充分发挥好传帮带作用，在集中教育中带头抓学习，亲自参加学习的好作风传递下去。县级党委作为这次学习教育承上启下的关键一环，要发挥关键作用，安排专门力量抓好学习教育各项工作，加强对所辖地方和单位开展学习教育的具体指导，把压力层层传导到基层。镇街党（工）委处在第一线，要负起应尽的责任，为基层党组织作出示范、当好表率。基层党组织书记要切实履行好第一责任人职责，以身作则主动参与、自觉行动，对各项任务要亲自谋划部署、亲自调度组织、亲自检验成效，让学习教育真正落地生根、开花结果。

2. Learning and education coordination groups at all levels should earnestly fulfill their duties and responsibilities。各级学习教育协调小组要根据中央、省委和市委对学习教育的安排部署，制定和落实好督导计划，列出督导的清单和重点，动态掌握面上进度情况，发现苗头性倾向性问题及时纠正。要通过有效督导，层层压实责任，充分激发党支部的动力和活力，使支部真正成为广大党员参加学习教育的组织者。要采取巡回检查、随机抽查、蹲点调研、现场观摩等方式，尽可能直接了解支部组织开展学习教育的情况，了解党员实际参与的情况，在一线总结经验，推动落实。每次督导都要突出一两个重点，抓住薄弱环节，有针对性地加以解决。督导选点要具有代表性，确保一定的覆盖面，切实发挥督导的效力。

同志们，这次学习教育涉及各个领域，层级多、覆盖广、组织难度大，各级各部门一定要密切配合、协调推进，把中央、省委和市委的要求落到实处，确保我市学习教育取得让群众满意的实效。
